Mei (Anita Mui), who has born extra-sensory perception, comes to Hong Kong to bring back her brother Sing, who uses to make a living by gambling there. Fanny, selling fish in the market, claims to be the queen of gamblers. In order to get enough money for curing her brother, she promises Uncle and Shing to take on Hung in the super international gambling match. Mei finds out the fact about Fanny, but she doesn't expose it. In order to win the match, Hung hires a Qigong master to bestow him magical power. Meanwhile, he sends killers to get rid of Fanny. With the help of Mei, Uncle and Shing, Fanny survives from a series of murder attempts and enters the finals, fighting against Hung.
